What is accessibility?

"Web accessibility" means that anyone, including those who have limitations or are unfamiliar with websites, can use the information and functions provided by a website without difficulty.

Regarding JIS X 8341-3:2016

The Japanese Industrial Standard for Web Accessibility, JIS X 8341-3:2016 "Guidelines for the Elderly and Disabled - Equipment, Software and Services for Information and Communications - Part 3: Web Contents" was established in June 2004, then revised in August 2010 and March 2016 for "matters to be considered when planning, designing, producing, developing, verifying, maintaining, and operating web content in order to enable the perception, understanding, and operation of this content, mainly by the elderly, the disabled, and persons with temporary impairments".

The Scope of Coverage

The following web pages of the Nagoya Barrier-Free Outing Navigator (https://barrierfree.city.nagoya.jp/), Nagoya City's barrier-free information dissemination website.
While collecting information on how to maintain accessibility and the support status of assistive technologies for document files such as PDF, Excel, and Word, we will ensure accessibility to the greatest extent possible.

Target Conformance Level

We will comply with Conformance Level AA of JIS X 8341-3:2016.
(Continuous revisions will be made with the aim of complying with conformance level AA)

Major Web Accessibility Considerations

To ensure that anyone can use our website, we have taken into consideration various aspects of web accessibility. Below are some of the main considerations.

Regarding Website Functionality

  • We offer a text enlargement function so that you can view enlarged text without the need to use special software. (Relevant Success Criterion under JIS Standards 1.4.4, hereinafter referred to as "Success Criterion/Criteria")
  • To assist users who are unable to use a mouse to retrieve information, all pages are supported to enable browsing by using only the keyboard. (Success Criteria 2.1.1, 2.1.2, and 2.1.3)
  • At the beginning of every page, a link to skip to the main text is set up to avoid having to read the common header section when reading the text aloud. (Success Criterion 2.4.1)

Regarding Content Creation

  • The content, including headings and bullet points, should be written in accordance with HTML grammar, so that programs such as text-to-speech software can read the content of the page. (Success Criteria 1.3.1 and 4.1.1)
  • When images are used, text describing the information in the image should be included to ensure that the content is understood by those who cannot view the image, due to disability, environment, or other reasons. (Success Criterion 1.1.1 )
  • To avoid obstacles to speech output, spaces in the middle of words or line breaks in the middle of sentences should not be included for the sake of visual presentation. (Success Criterion 1.3.2)
  • The description should not rely on differences in the shape or position of symbols, such as the use of ○ (circles), × (multipliers), △ (triangles), or upper and lower rows. It should be supplemented with text to ensure that the content is conveyed, even when the shape or position cannot be grasped due to disabilities or environmental factors. (Success Criterion 1.3.3)
  • Descriptions depending on differences in color (for example, "the areas in red" or "the green areas on the map") should be avoided. Consideration should be given to supplementing descriptions with text to ensure that the content is understood by people who cannot tell differences in color, due to factors such as disability or environmental conditions. (Success Criterion 1.4.1)
  • Since the use of tables is likely to hinder users of text-to-speech software, consider using bullet points or sentences instead of using tables needlessly.
    Upon review, if using a table is deemed appropriate, the order of reading and other considerations for speech output shall be taken into account when preparing the table. (Success Criterion 7.1.3.1)
